at the gas station the 7 gas companies in california said it's not our fault. instead, they blamed accidents like the chevron refinery fire or unexpected maintenance problems. but the biggest price spikes were in may and october. that's months before and after the chevron fire in august. >> we have seen shifts in price of gasoline. >> reporter: it's one of the reason senator mark leno called a committee hearing today. they found that in may, gas prices shot up to 4.41 a gallon which is the equivalent of $48 million in profit a day for the gas companies. in october, they were hiked even higher to $4.71 a gallon. but because of supply, the profit slightly lower for companies but still $25 million a day. >> i feel certain if we do nothing, that which we have seen this year will only repeat itself in years to come and the spikes that we saw in october might look to be minor spikes compared to what we could have in the future. >> reporter: so he called on robert mccullough who has three decades of experience in energy markets. he pored over thousands of documents and believes that the refineries

with the biggest problems. number one, of course, california. we want to credit 247 wall street just naming california and the worst run state in all of the country. for a second year row. way to go. one of the reasons is the unemployment rate, a pretty impressive. 11%. the second highest rate in the country. 2006 and last year. more than a third. and 16 percent of the population in california, 16 percent of the population lives below the poverty line in the golden state. that's not all. forbes magazine, one of the worst spiral states. forbes came up with that great nomenclature. the death spiral state. named 11 of them. california right at the top. for every 100 private sector workers in california, for every hundred working in the private sector california has only 139 people dependent upon it for their employment, welfare in some fashion. so how are they doing that in california? obviously they're not. stay voters just passed a ballot initiative that will raise sales tax and income tax for people who make at least $250,000 per year. don't worry about it. by the way, that was after the ta

scenes from that part of california. he took us down there and proudly showed us her work. although he traveled the world his family was always in his thoughts. california was always his home. what i will most remember about chris is how thoughtful he was and how people were drawn to him. chancellor wu wrote when chris was appointed ambassador, friends, professional acquaintances contacted me to encourage me to reach out to him. he was so well thought of. i sent a hand-written card and to my surprise he returned the correspondence with his own handwritten note. that would be very much like chris. he appreciated and enjoyed interactions with people. in fact, our friend chris highland put it very eloquently when he said, chris was the finest among us. more than his obviously charms, he was a man of substance and humility. at parties, dinners and gatherings he spent little times talking about himself and his accomplishments. only when he was forced to. instead he asked people about their lives, their views, their accomplishments. he always focused on ther people rather than himself. this
